The UA Academic Community on the Legal Dimensions of Citizen-Generated Data
Since 2009, there has been renewed international interest in efforts to enhance the weak legal framework intended to protect the environment in relation to armed conflicts (PERAC). The topic is currently under consideration by the UN's International Law Commission, it is being addressed by the International Committee of the Red Cross, and has also been the feature of resolutions at the UN Environment Assembly. Russia's war against Ukraine is making this topic of great concern. The question is how the national and international legal framework should be developed in order to ensure proper data collection in Ukraine, Ukraine's rebuilding, and Russia's liability.
The participants will work on a project aimed at finding a solution for the implementation of the chain 'data collected during the war – the public proposing a solution – the actor making the decision'.
The project shall contribute to envisioning the greater role of digital tools for legal professionals and community members in addressing multilayer challenges thus setting targets for digital education framework developments.
Finally, participants are expected to explore how digital tools can be helpful for data collection and analysis as well as what online instruments can be used for public involvement into the decision-making process. The project considerations shall include the perspectives for enhancing the digital education in the field of application citizen-generated data to overcome the gaps of digital literacy for legal professionals.

Challenge and goals
Participants will be encouraged to propose a project devoted to the creation and development of non-governmental environmental organisations that collect environmental information provided by citizens – direct participants of events – as well as streamline it and form statistical data on its basis. Participants in this case should consider themselves to be representatives of these organisations. They need to find the appropriate mechanism of organisations' activity to collect and analyse the information, identify cause-and-effect relationships of certain events, and provide ways to solve the problems that arose during the war through legislative solutions.
The task will be also aimed at finding solutions of how to involve as many people as possible to collect data and to expand the range of environmental issues raised by the public. Also, the participants should think about how to organise public hearings, online surveys and other modern methods of both data collecting and public involvement in the decision-making process.
The participants will be encouraged to create legislative proposals aimed at the improvement of the environmental situation after the war and prevention of violations of the environmental rights of citizens.
Finally, participants are expected to explore how digital tools can be helpful for data collection and analysis as well as what online instruments can be used for public involvement into the decision-making process. The project considerations shall include the perspectives for enhancing the digital education in the field of application citizen-generated data.
Expectations and requirements for the solutions and participants
Any proposed project needs to be sensitive to the current situation in Ukraine. In particular, considerations should include potential sensitivities around the collection, storage and use of environmental data.
The online-lecture will be undertaken in Ukrainian, and the hackathon will be undertaken in English. Participants must have the language skills to allow this.

13th November. Day 1 will include a project introduction and a briefing and Q&A with a mentor (in English).
14th November. Day 2 will begin with a project check in and conclude with the proposals being introduced to a specialist jury (in English).
