Victoria Belous

Digital Education Expert and Innovator

Victoria Belous is a leading expert in educational innovation and digital transformation in the Republic of Moldova. As Director of the National Center for Digital Innovation in Education “Clasa Viitorului” (Future Classroom Lab), she has consistently advanced national efforts in aligning education with European digital competence standards, scaling innovation, and equipping educators and learners with 21st-century skills.

She has led the Future Classroom Lab network since 2020. Initially launched in 11 pilot schools in 2017, it has expanded under her coordination to over 123 schools nationwide, integrating more than 50 types of emerging technologies into classrooms—such as robotics kits, 3D printers, AI tools, drones, microcontrollers, virtual/augmented reality, and gamified learning platforms. This initiative supports Moldova’s STEAM-focused curriculum and is part of the European Schoolnet’s international network, promoting peer exchange and co-design of future learning environments.

Victoria Belous also coordinated the National Digital Literacy Program for Teachers (2020–2023) in partnership with the Ministry of Education and Research. The program trained nearly 25,000 teachers in digital pedagogy and the use of digital platforms (e.g., Google Workspace for Education), with blended learning formats that ensured resilience during the COVID-19 pandemic. The initiative increased Moldova’s digital teaching capacity and aligned training with the DigCompEdu framework, establishing national benchmarks for educators’ digital skills. The program also led to the creation of a structured teacher training pathway (beginner–intermediate–advanced), offering 15 nationally accredited programs and 21 modular specializations.

In 2024, she was appointed National Ambassador for DigiEduHack by the European Commission, coordinating Moldova’s first edition of the international digital education hackathon and serving as a featured speaker in the official DigiEduHack 2024 Learning Opportunities webinar series hosted by Tallinn University. Her leadership enabled cross-sectoral collaboration between teachers, students, and ed-tech stakeholders to co-create solutions for future-ready education. She is also a regular speaker at major international events such as BETT London, where she presents Moldova’s systemic approaches to integrating digital learning at scale.
